What you have to do to unlock restricted content depends on where you are. Five tiers exist, and your country decides which one applies.

An unrecognised country defaults to tier 2. If the tier cannot be resolved at all, the system fails closed to tier 3, the strictest one that still has a path, rather than guessing low.

0: Nothing beyond being signed in.
1: A single confirmation that you are 18 or over.
2: Your date of birth, which must show you are 18 or over.
3: Date of birth plus a government-ID identity check.
4: Restricted content is unavailable regardless of verification.

Rules that are easy to miss

The tier only ever ratchets up. The stricter of your detected country and your stored country wins, so a connection from elsewhere can tighten the requirement but never loosen it.
The server does not trust the client. Your verified status, your over-18 status, your tier, your region and your identity result are all derived on the server. Sending them from the browser does nothing.
The single-confirmation shortcut only works in tier 1. In tier 2 and above it computes as an age of zero and leaves you locked.
Guests cannot verify at all. The request is refused for anonymous sessions.

When identity verification is switched off

Identity verification is behind a master switch that is currently off. While it is off, accounts in a tier-3 country keep the full safe experience but cannot unlock restricted content at all, and the interface says verification is unavailable in their region rather than offering a dead-end flow. Where verification is triggered

From the content-rating row in Preferences on Settings. Turning the control on when you are not yet verified opens the verification dialog instead of toggling. Where an identity check is the remaining step, a Verify button replaces the control.

Administrator accounts bypass every one of these checks, on the server as well as in the interface.
